THE EUROPEAN GREEN DEAL – PERSPECTIVES FOR ALBANIA

In the Tirana event, the first event outside Germany of our series of jubilee events, which take place between 18.05. – 06.07.2022 at six different locations in Germany and abroad, we want to discuss the perspectives for Albania deriving from the European Green Deal. In a green setting in Rogner hotel in Tirana, we will welcome guests from all over Albania and abroad.

During a lively panel discussion with renowned sector experts from in- and outside the country we will look at the opportunities and challenges that the five pillars of the Green Agenda for the Western Balkans offers to Albania specifically.

We want to enter into a dialogue with our guests about their view on the following core topics: developing a green economy, prevention of soil water and air pollution , support for healthy food systems and sustainable agriculture, protecting the biodiversity, taking climate action, including decarbonization, energy and mobility. What role can digitalization and skills development play in enabling the above sectoral targets?

MODERATOR

Dr. Zamir Dedej

Dr. Zamir Dedej (PhD) is a freelance expert with a vast background in the environmental sector. He has more than 25 years experience in policy advice with in depth experience in nature conservation, biodiversity, protected areas, wetland, as well as marine and water resources management. From  2015-2022, he has served as General Director of the National Agency for Protected Areas building this institution from the scratch. Before, Zamir directed a NGO named Institute of Nature Protection in Albania (INCA) for seven year. Already in his function as the Nature Protection Director at the Ministry of Environment (2008-2014) he established relations in the international scene, being appointed Chairman of the Committee for the Biological Diversity and Landscape (CO-DBP) of the Council of Europe, member of the CBD COP Bureau and of the Scientific Council for the European Centre of Nature Conservation – ECNC and Albanian Focal Point for the several conventions and protocols regarding nature protection. Zamir graduated as biologist from the University of Tirana, and holds a Master Degree and PhD in Marine Ecology. As Scientist at Institute of Biological Research (Albanian Academy of Sciences) he gained research experience in Albania, Italy and Israel.

Gledis Kalemi

He is a regulatory expert with more than 10 years of experience at the Albanian Energy Regulatory Authority. Holding a master’s degree from the Polytechnic University of Tirana, actually covers the position of Head of Tariff Structure and Price Analysis Unit. His work combines engineering, economics and technology to monitor and control the structure of tariffs and prices according to regulated activities as well as prices for renewable energy sources, to ensure that consumers pay a fair and affordable rate in the ongoing process of replacing fossil fuels with low carbon energy sources. Having a particular focus on renewable energy sources and climate change issues, has given a notable contribution as part of the technical working group for the establishment of a regional system of the guarantees of origin in the Energy Community countries and for drafting the revised National Determined Contribution and National Energy and Climate Plan.

Joni Baboçi

He is an architect, planner, knowledge-seeker and all-around urban enthusiast. He is currently the founder of Layer (getlayer.xyz) – a data science platform to democratize access to spatial data. He has previously led the city’s urban planning and development department as well as a governmental planning start-up dealing with national and regional strategic planning; Joni has executed planning, design & development projects at different scales on national and local levels. He has consulted on urbanism and planning for various cultural and multilateral institutions. Joni is a graduate of the University of Toronto and holds a master’s degree from the London School of Economics.

Prof. Dr. Enkelejda Gjinali

Prof. Dr. Enkelejda Gjinali is a senior, well-known professional in providing public policy and technical advisory services in the water sector, with particular emphasis on water sector reform, legislative and regulatory practices, utility management, and commercial regulation, private sector service provision and EU integration water policies. Her knowledge of the key issues that define success in this sector for government at all levels has made her a valued advisory resource expert in Albania and the region. Ms. Gjinali received her Bachelor of Science Degree in 1992 from the Hydro-Technical and Hydraulic Engineering Department, University of Tirana. In the same year, she started her career lecturing in this Department. She later received her Master of Science Degree in Environmental Engineering from Ecole Supérieur d’Ingénier de Poitiers, France. She completed her research, at that time, at one of the largest water treatment utilities in the world, Leyonnaise des Aux, Bordeaux, France. Her PhD dissertation on Water Treatment for small and medium-sized communities is considered the first scientific research work on wastewater treatment plants in Albania. Several publications and articles followed her research.

Alfred Marku

Chef Alfred Marku is a culinary expert with 25 years of experience in this sector, 16 of which in Albania. He enjoys the title of chef gained thanks to the experience and innovations he has brought in this field, mainly with gourmet cuisine. In addition to developing his kitchen, he also serves as a consultant for new start-ups in the field of cooking and training of chefs. Since 2008 Alfred Marku has built a production line for dairy products based on tradition with a focus on cooperation with farmers and the development of Albanian product. The use of renewable energy, product standardization and the promotion of sustainable agriculture are elements for which it has attracted the attention of the government and various organizations at home and abroad. He comes from a previous experience in Italy where he has received numerous reviews. Previously, Alfred was also the chairman of the board of the cooperative “Sapa Zadrima”, a multi-stakeholder cooperation for the promotion of local production, as well as a member of the board of the vocational school “Kolin Gjoka” in Lezha. He is currently the president of the livestock cooperation association “Ants”. Participant in numerous national and international activities with maximum ratings and winner of many first prizes in international competitions in the field of gastronomy. For years it promotes healthy food with the use of local or Albanian products. Eat healthy using Albanian products is the guide of his work.

Nihat Dragoti

Mr. Nihat Dragoti is a senior protected areas and natural resource management expert at the Institute for Nature Conservation in Albania.
Mr. Dragoti is graduated in forestry at the Agriculture University of Tirana. He has more than 40 years of experience on forest resource management, with a particular focus on protected areas management. Mr. Dragoti has held various senior management positions on government institutions. He is a pioneer in the development of the Albanian protected areas system and mainstreaming biodiversity conservation in forest management practices. He has been directly involved and provided guidance and precious expertise in many projects related to protected areas biodiversity assessments, participatory management plans development, capacity building, etc.
Since 2014, Mr. Dragoti is working at INCA providing expertise in various projects. He is also responsible for the coordination of INCA team as well as management duties as reporting and quality control. He has good communication skills. His great knowledge of the situation of biodiversity and natural resources in Albania, both at institutional and legal level makes him a great asset.

Dr. Mirela Andoni

Dr. Mirela Andoni is the Executive Director of Centre for Competitive Skills, an Albanian NGO, following a nearly three-decade career as a vocational education expert in the public and private sectors, covering a wide range of innovation interventions including research and development, curricula development, teaching materials, teacher professional development, project design, and implementation in the national, regional and international context. She is also involved in the design, administration, and implementation of a number of programs and initiatives in the fields of VET, youth employment, and circular economy, among others. She has written several textbooks, manuals, papers, and articles.

In recent years, Dr. Andoni has been working in close collaboration with GFA Albania during the implementation of the project “Support of Public Vocational Training Centers”, with its core in teachers training and curricula development.
